The Jazz are located in Utah, so they have to develop their core through the draft, flesh it out through paying 2nd/3rd tier guys in free agency. No different from Cleveland, or most markets for that matter.
Their “issue”, and I use that term lightly because they’re still very competitive, is that the core guys they drafted - Gobert & Mitch - are max players but not superstars. So their team is exactly that, good but not great.
There’s not really anything you can do there unless you move off of everyone except Mitchell, bottom out & swing in the draft again, but then Mitchell probably demands a trade before you can rebuild.
