I dont understand something about Zack Greinke....can someone enlighten me?

So Greinke is going to start on Wednesday.  The Dodgers have announced that they are currently unsure if he will be starting in the Majors or in the Minors, because they are "worried about him re-injuring his healing collarbone in another mishap."

My question is, dude is either healthy enough to pitch or not healthy enough to pitch, right?  What does the location of where he pitches have anything to do with him being healthy enough to pitch to begin with?  I dont get it.  Pitching is pitching.  Why does it matter if he is pitching against Major Leaguers or Minor Leaguers?
 
Minor league: face live batters, test out the collar bone, no expectations.
Major league: expected to be ready to go and pressure to win.

You always have to consider the mental aspect when approaching a player like Greinke. Similar to D. Rose apparently.

However, I've read Mattingly is more concerned with routine elements like covering first, fielding grounders, possible collisions, and not his throwing arm (uninjured).

I suppose Don can make the argument a spot start in the minors is lower intensity and less conducive to reaggrivating an injury.

Greinke's timetable was 8 weeks and he could be back closer to 5-6.
 
I totally get that a Minor League start is different from a Major League start in terms of expectations, intensity and pressure.  I guess that answers the question.  I just think that if they are worried about him re-aggravating an injury, make him throw a simgame rather than pitch in a real one. 
 
Fair enough. I expect a tough start first time back, but after that Greinke should be one of the best pitchers in baseball rest of the way. Weaver too.

He changed his motion. The change made his FB lose a lot of velocity. His curveball disappeared. Went from a plus CB to a crappy slider. Biggest thing is that he probably stopped throwing his best pitch for some reason. Medlen looks awful so far this year. That pinpoint location is gone. He's never had an outpitch and it's showing this year.

Moving forward rest of the season: Greinke or Weaver? Beachy or Garza? Pineda or Hudson? Cole or Bundy?

I guess like champ said, the minor league start has him playing defense and getting a better feel for his routine as opposed to a sim game (if I'm correct about what a sim game entails). Since it wasn't his throwing shoulder any possible complications would be from fielding I'd assume
 
Pro: While I'm at it, what's up with Gallardo's dip in velocity?

Sincerely hoping he rebounds and shows out post-ASB.
