You can't really compare medians considering you have a variety of staffing levels. This is not thread worthy unless you do some real analysis.
edit- not only staffing levels, but you have to look at tenure also. there are quite a few components missing to make such a claim simply based on medians.
As stated earlier, I understand there are several missing components in the data set. However, since it's only been 3 years I don't think tenure would play a huge factor in discrepancies as the middle levels of the office unless we're talking about help staff who has been there for multiple administrations.
