Corrected for clarity as I often substitute stimulated for high or impaired.Physiologically our bodies reward system (stimulation) is designed to keep us alive both individually and as a species. But since most people aren't in survival mode on a day to day basis so we end up chasing stimulation in other forms out of pure instinct. We have to pursue stimulation in some shape or form.

Its not actually the drugs and alcohol that get you high. Its the drugs and alcohol interfering with your own internal biological reward system causing it to produce higher dosages of natural "highs". We're programed to repeat behaviors that result in dopamine hits, among other things.
