Maybe they're measuring the circumference of the leg opening? Which would be wierd. I've always seen tailors measure leg opening using diameter.

for a cheap alternative just cop uniqlo. I got my black watch tartan from last year that is perfectly fine after a bunch of washes. plus they seem to always go on sale

Just received an order from them last week. Took less than 4 days to get to Ohio and I got all the items I was supposed to get in the right sizes. Place the order man!
