The city (Miami I think) because they have a law/ordinance against dying your dog - which I can't say I have a problem with because it's stupid. That's beyond grooming and you can easily see how that could turn into animal cruelty quickly.

**** is stupid. You have dogs that get their hair clip and nailed filed. Clips and filling can cause damage as well.
