Yes, you can. You won't be able to download any content or the patch (which can pose a problem later on?) but you could skip those and just play.

I'm disappointed in Geoff Johns (Who created Arkham Knight) honestly. He should have done a lot better Granted, Jason was one of my top three picks from the jump, but still.

Oh f*ck this ****! Goddamn Riddler race/maze sh*t is goddamn annoying as hell. Just got in here and I am stuck tying to finish it and it is just frustrating because the control is hot sh*t. Can't get the hell out of here, you hit one little pebble and the batmobile starts tumbling or doing a 360 like wtf! Sh*t is made for rage quitting man. 
Seriously you can just accelerate without touching the joystick and it would swerve left or right on random.
