Is that normal? For piping that carries out feces to also be connected with the air pipes ?
Typically yes. Air pipes serve the purpose for gas to escape above the roof line. The water you see in your toilet traps gas particles and waste so that it acts as a buffer.
The part im confused about it how the "air fan" is connected to the "air pipe".
My only guess is that any vents that are intake and exhaust fans within the toilet room are infected by aerosol cross contamination. When someone with the illness deficates, and flushes, some particles fly up and get caught in the exhaust/ intake fan. which is then carried and distributed to other parts of the apartment complex before it is exhausted from the building.
