Not necessarily

Ballmer was prepared to erect his own arena nearby which would have affected the forums usability tremendously. It was about to be a very expensive/long project for Ballmer both in terms of construction and navigating lawsuits/court battles. But he has the money and was prepared

Dolan obviously did not want another arena to be constructed in Inglewood because it would drastically affect the forum and events held there. The forum would essentially be worthless with a second state of the art arena a couple miles away. He was also donating heavily to local Inglewood politics and was prepared to join a long expensive legal battle as well.

If this passes it’s because both sides compromised. Ballmer likely purchases the forum due to time— he doesn’t want to wait for a long legal process which would potentially take years. This also guarantees he can facilitate a move to a different arena instead of potentially being denied the ability to move. Money wasn’t the issue

Dolan makes the deal because he doesn’t want to enter an expensive legal battle that he may (likely) lose. At that point, he not only loses a bunch of $$$ for the legal battle, but the forum would be even less valuable. He makes the deal to cash in while he can instead of wasting money and getting pennies on the dollar for the forum later on.

Ballmer will own the property and make drastic renovations or he will simply just tear it down and start from scratch and build a new state of the art arena. Considering the situation, ballmer might have just gave Dolan a godfather so he can expedite the process. Or Dolan could have accepted a reasonable offer knowing he inevitably would lose
