How are they seeing much more established guys moving for much less and still insisting on that price?
We're in a golden era for WR's too right now so you don't have to give up much capital to find quality somewhere whether in the draft or on the market.

I wouldn't hate it but the Colts have had terrible luck with Vet QBs over the last 2 seasons. They've also had terrible luck with injury prone QBs. Ballard is on the hot seat and drafting AR15 would give him more time.
They decided against filling big roster gaps in FA and plan to do so in the draft and with cheap young veterans after the draft.
Doubt they would have let good players leave to play for contenders if they were considering themselves contenders this year.
