You can legitimately order more than 1 to an address as long you use different cards and names.

It's one per customer, not household.

Bans and cancelations usually come from IP (proxies)

My bad, I was exaggerating 

But yeah, I'm not even in Atlanta, and my local FNL got them, and I know for a fact, it isn't a high grossing FNL.
