All you need is a Live/Hotmail and Paypal account:
1) Go to bing.com
2) Click Extras (in the upper right corner) => Your cashback account
3) Sign in
4) Click shopping
5) eBay isn't one of the stores actually listed so you have to search for it. Just search for xbox and then there should be a link on the right saying yourpurchase is eligible for 8% cashback with paypal purchase. Click that then proceed as normal. There should be a banner at the top saying that your purchase iseligible for cashback.

Oh yeah and it only works for BINs. No auctions or best offers.
