Millsap seems to be the key to the West, if he goes to the Twolves they'll probably be the #2 seed.  He goes to Houston they'll probably be the #2 seed.  He goes to the Spurs they'll probably be #2 seed.  He goes to OKC they'll probably be #2 seed

Millsap is 1 of the top power forwards in the league, 18 and 8 guy that plays good D.  A lineup of Towns, Millsap, Wiggins, Butler and Teague is #2 seed and taking Warriors to game 7
 
That starting line up does look nice if Minny lands Millsap... What will the bench look like tho?

What the hell is wrong with these gms?
Almost all of those are contextual and make sense, relative to their franchises.

Are you really going to penalize The Clippers, Raptors, or Grizzlies or even the Blazers for maxing out these guys?

The Clippers and Raptors have enjoyed the most sustained amount of success in their history and wouldn't be able to replace Lowry, Derozan, or Griffin.

There's no way the Grizzlies could afford to let Mike Conley go.

And there's no way the Blazers as a franchise could let Damian Lillard go. Someone was going to pay these guys if their incumbent teams didn't.

At the end of the day, unless you're the Lakers, Spurs, Heat, or some of the teams in the league with equity, you can't really afford to let your all star talent walk away. Goals are different for franchises who aren't the Lakers and for them, a "Franchise player" goes beyond a player that can carry you deep into the playoffs.
