It was meant to continue to pay people as the shutdowns happened. But then they realized places could simply continue to stay closed and let the government pay their workers , even when these places could technically open.

Lots of high ranking politicians wives and husbands side businesses got their loans forgiven as well.

Why would construction businesses need a loan if their businesses never shut down / they had increased business
