Nah, some don't remove VAT at all. Its better to email ahead of time.
If they do keep VAT, you can always cancel.

Unless you saved all year for these it shouldn't be big deal to drop another $40 on a euro site and save yourself a whole lot of hassle. I mean really thats like a round of drinks at the bar who cares? Not worth it to stand in line or leave the house for that amount. If I can't cop online nowadays I don't even bother.
