Livestream of D23 panel dude can't film when footage is shown so if you only hear stuff and not seeing anything it just means his phone is down, he goes back to recording the panel after the footage is done playing

Pretty sure it's something else, you don't necessarily have to pay either. I'm just a general member and don't pay for anything. If you're gold though and pay $100 a year you get discounts on events and pretty much everything disney.
