Cell should be infinitely more powerful than Frieza with a little effort
Has Saiyan cells so has no limits on his potential. Cell came back from being smacked around by Gohan to being clearly at a SSJ2 level of power.
Has Frieza cells which are incredibly resilient and confirmed mutant. Frieza can become literally god-like with 4 months of training.
Saiyan cells + Frieza cells + training = ???????
