No it didn't happen til later. He drank from cup after sansa gave it to tyrion, then he had the pie, then the next time he drank from it he nearly instantly started choking, then he took a bigger gulp and that was it.

It's possible that the strangler was hidden behind one of the gems on her neck or it's possible they went the hairnet route as in the book. Either way it's apparent she lifts it off Sansa during that scene.
EDIT: after watching it again it's CLEAR she jacks the top rightmost gem (Sansa's left)

If you look on the left side of Sansa's collar (right side when you're watching it) after she speaks with Olenna, a piece of the necklace is lying on her collar and you can tell it's missing a jewel.
