I think if you vote for freeplay and the other 3 vote to restart you will still go to freeplay and the other three will go back to the mission.

If you beat a mission with a big pay out and want to keep replaying it to stack money & RP, what you need to do is hit the triangle button to like the mission and then everyone in the session needs to keep pressing R2 to restart the mission.

I have both, only the pulse works with the app for me.
