I was going through this exact problem for like a month eventually I just got fed up and landed the heli myself in the parking lot.

Used the homing launcher against enemy helis and mowed down the suvs with the minigun and all was good ( with the exception of the people that wanna be super heroes and stand out in the open and get killed )

All you got to do is land on the beach and just take out the helis.

Talked to rockstar support and they couldnt give me my stuff back so they gave me 2 mil in cash so I can purchase my things
