I sound like a broken record but good examples are the First Step Act and Fair Chance Act

Trump wouldn't have an incentive to do so. He would have a lame duck presidency. And Covid-19 would take the forefront. Becoming worse under him until the vaccine becomes effective. He'll claim it as one of his "achievements". But actually today its 1 of his biggest failures.
