A meeting of Mayor Kevin Johnson's arena task force erupted into a verbal skirmish Thursday afternoon, leaving one arena proponent wondering whether he'll get a fair shake when the group makes its recommendations to the City Council later this month.
Task force member Mark Harris, a Sacramento attorney and developer, lambasted the Convergence group, headed by Gerry Kamilos, calling its unsuccessful efforts last year to finance an arena last year, "an abject failure" and said he's offended the city wasted its time on the group. As he spoke, he held up a piece of paper on which he had scrawled an "F" grade for Convergence.
The Convergence group is one of four rivals that offered a second round of arena concepts to the mayor's task force Thursday.
Last year, in a first go-round, the task force recommended the Convergence group's complicated land-swap plan - which involved moving the State Fair to Natomas to open the Cal Expo site for development to produce financing for a downtown arena. But Cal Expo officials declined to move.
Harris made his comments after Chuck Trainor, an attorney with the Convergence, launched an initial shot at critics for calling the Convergence efforts a failure.
Kamilos later called Harris' comments mean-spirited. Although its original plan did not pan out, Kamilos said his group's work advanced the arena discussion in Sacramento. The Convergence group intends to submit a new plan for a downtown railyard arena in the next few weeks in hopes of winning approval later this month to partner again with the city.
Also making a presentation at City Hall Thursday was a group headed by downtown developer David Taylor and ICON Venues, manager of several recent arena and stadium projects. The Taylor team presented few details for a downtown railyard arena, however, saying they had only organized as a group three weeks ago with help from Mayor Johnson. Taylor said his team would need 90 days to scope out the financial parameters of an arena deal.
Taylor and ICON official Tim Romani warned that financing an arena will require some form of public funding.
A third group, led by downtown businessman Ali Mackani and developer Larry Kelley, is focusing on the Westfield Downtown Plaza site straddling K Street. Kelley also said some form of public financing will be needed, but not a sales tax increase. He suggested a hotel tax hike, parking garage revenues and redevelopment funds as possibilities. His group is asking the city to work with it for six months to determine the feasibility of an arena.
A fourth group, Natomas ESC Partners, is pushing for what they say will be a less expensive arena in Natomas, next to Arco Arena, which has been deemed too old to adequately house major league basketball and some other major events. Natomas group members say they do not believe public money would be needed to build on the existing site, which already has access roads and parking.
Task force chairman Chris Lehane said his group will ask more questions of the four proponent groups and make a presentation to the mayor and city council later this month.
The group may rank the proposals, choose one to recommend or simply offer observations, Lehane said.
"Ultimately, it's up to the mayor and city council to decide."

Eh I am indifferent with DMC's body. IMO he still has a pudgy body..... kinda that skinny-fat look, if you know what I mean; he definitely knows how to use his big body though so that is a plus. Once the kid needs some muscle on he'll be even scarierOriginally Posted by Im Not You
