Do you mean if the VAT puts you over the threshold?

VAT has nothing to do with customs/duties. It's like a sales tax. Some companies refund VAT/some don't.

I'd heard conflicting reports on sizing, but I usually like to size up in boots like this anyway, since I'm not a fan of non-athletic footwear being tight on my feet. If they are too loose then I'll just use the return as an excuse to drop into Saks downtown.
