When I was young, I was curious too. I remember touching a box at around 4 or 5yo kissing and all that. It had nothing to do with bad parenting or molestation. Its just natural human instinct. Some people just have that curiousity at a younger age. I never went through the thinking girls are gross faze. I always wanted to dry hump and all that. Playing house was one of the "games' too. Then there's the cousin thing.
That girl should be talked to to make sure she knows its wrong. But after that it should be left alone. Doing something at 5yo should mess up her life. She's a lil kid.

See this is where you have to weigh the pros and cons of homeschooling.
Cons:
Your kid is going to be weird
Your kid is sheltered from the world
Your kid doesn't know what oral sex is
Pros:
If this sort of thing was to happen at home, you could just ground the sister
You rarely hear of a homeschool shooting (I've never once heard a kid say he was bullied at homeschool)
It'd be a pain in the *** to whip your penis out of those denim jumpers
