Because the ref has to be able to signal the jersey number to the scorer's table using one hand.

It's a ref issue, and I think its stupid.

If the NBA refs can signal to the official scorers who the foul was on, I dont see why college refs cant.

I could understand not having the numbers 1, 2, 3 since FIBA has it in place for international rules. But NCAA doesnt follow FIBA... and if 6, 7, 8 isnt allowed, why not 9? or 10? Doesnt add up...
