I think it has to partially be a hype tactic. Up to size 11 is the most common sizes sold, so they make up to 10.5 to limit numbers and avoid things going on sale. The malachites are a perfect example of a shoe that didn't need to be women's sizing. Since it was all of the 9-10.5 in men's are gone instantly.
