Why some guys allowed to sign with anyone, and some can’t sign with the apron teams?

New CBA prevents guys that made more than the full MLE ($12M) from signing with the teams above the aprons.

So someone like Killian Hayes could sign with anyone because he's on a rookie contract, but when Kyle Lowry can't since he made like $30M.

Tbh i always viewed this as a gap year with the harden shenanigans. Everyone outside of 3 guys are FAs.

I was for a gap year prior to the season, then we played great, and now I may be okay with a gap year again lol, with that said, if healthy, we can still make a run at the ECF.
