Lotteries are outlawed in the state constitution
You can have raffles for charity but the state can't run one and lottery tickets can't be sold in the state. People in Nevada that want them mostly drive to the state line and by them in Cali.
I think the ban was in the original constitution too. So it dates back to the 1800s
It won't be repelled either because all the casinos are against it. They want people gambling with them, not the state.
But you never know, they flipped on sports gambling so if the state lets them own it, there might be one day. Or maybe a ballot measure passes one day
Doubt anytime soon though
