False. In nursing school we tested the effectiveness of hand sanitizer vs washing with soap. We used a blacklight to see the dirt/girms on our hands before and after. Hand sanitizer removed almost everything while washing with soap was far less effective. Hand sanitizer is more convenient and more effective.

As far as killing bacteria, we found hand sanitizer to be the best option. We used professional grade sanitizer used in hospitals though, maybe they're a little stronger than the average product. Sanitizer isn't gonna clean visible dirt off your hands like hand washing but it will neutralize bacteria more effectively.
A good hand sanitizer will also not require you to dry your hands unless you use too much.

Most hand sanitizer that's sell to the public has less or just 60% alcohol in it.

So again, hand washing is the better option.
