Update. Judging from Eastbay the release date for the new colors of the 16.5 is February 8th.

I can understand the significance of these teams, however, I don't understand why the 16.5 has to use their colorways (?)

Does it not make more sense to put out something along the lines of Bobcats, Celtics, Hawks, Nuggets, HEAT...?

They're already out, check Foot Locker for them. Definitely a sick colorway, just as the inspiration behind it is (XVII+).
