I wouldn't put him number one.
But I will say he's a better than Reggie. Ray is more of a pure shooter than Miller whereas Reggie is more of/if not the most 'clutch' shooter EVER.
With that said, I rank him amongst the following in no particular order as my all-time greats:

I love Ray but I still can't rank him above Bird or Reggie.

I think he and Reggie are tied for #1 right now. Reggie had better career percentages and was one of the most clutch players of all time, but Ray won a ring asan integral part of the Celtics while Reggie could never win one. Ray is a much better all around player than any other pure shooters except Larry Bird.Ray's early career was amazing to watch, so smooth and controlled.
