I think JBL told HBK if he helps him BEAT Cena then those stipulations would go into effect not if he helps him win the title.It's a matter of semantics.

But he also said if he "becomes the WH Champion tonight" then he will pay him.
Plus I see a reason why JBL would give him the rumble spot if JBL doesn't win the title.

With the HHH storyline being thrown out, it would of been interesting if HHH was 1 and Bradshaw wins and gets Michaels the Number 2 spot in the Rumble.
