I think it's more of a jab at pep/city. You know he loves ******* with pep. I mentioned last week though that I do think Ten Hag would be much better suited for the spurs job right now. I came across this spurs rebuild thread on twitter and I agree with most of it. He also thinks ETH should be the manager to try and bring them back

It's in response to Pep's comments. In addition, Tottenham's roster is unbalanced. Players are also very inconsistent from top to bottom. Isn't it strange that the most consistent player on the roster has been a January transfer made by Mourinho whereas everyone else has carried on with the inconsistent form that they've shown since before Mourinho's arrival?
