It was already determined by the president of Inter and the club's CEO that Icardi would never play for Inter again prior to Conte's arrival, and Conte, since he's technically still new to the club, is abiding by the management's decision. Conte could have a say in the personnel decision making (such as making it known he wanted Lukaku), but ultimately Inter's upper management has the final say on who stays and goes, and Icardi has been long past the expiration date due to being a cancer to the club. You can only get away with so much disrespect until it reaches the breaking point.If Conte said he would be willing to work with Icardi, Icardi would be playing, look at the pull he had to get that Lukaku deal done.
