Right now if $22mil to LeBron, $15-16mil to Bosh, $15mil to Wade.. It doesn't open up much of anything.

Show me how Wade is going to take less than $15mil... The only reason to agree to the opt out would be to recoup that money on a longer deal, and get a reward for doing so.
Bosh wants $15-16 mil if he opts out, that's from his camp.
The flexibility comes from LeBron. If he doesn't take a paycut. Will be the same thing next few years for the heat

By what I mean Wade is going to have to stretch out his deal where he'll get more in the later yrs....Bosh ain't getting that simply because Bron is going to get a max deal and they still gotta retool the roster my question is if Wade n Bosh don't comply how do have enough money to get these other role players to help get the chip cause clearly the West is getting stronger.

You can only get so much of a raise per season.
I.e. if he starts out at $13mil over 3 years, he will make pretty much exactly what he did over the 2 years. Riley needed to give a financial incentive to opt out... I.e. more money over the 3 years than he'd make over the 2 if he stayed. So instead of $42mil guaranteed over 2... I don't know $48mil over 3.
LeBron wants a max isn't really a good reason for Bosh not to get $15mil.
To your last question.... They don't... They contend in the East, and either miss the finals, or get killed in the finals.

It's basically what Kobe did.. LeBron deserves his money, Kobe doesn't deserve that much (because of salary cap)
But if LeBron wants a max, it's exactly what Kobe did... He basically ruins chance into adding a Gortat & Lowry with the Big 3... While he forced Wade & Bosh to take 25% paycuts..

Which is why I think Lebron ends up getting 17-18 Mil instead of the Max from Miami. The Heat know they can't improve with Lebron getting the max, and he knows it too.
