How do you know if you can ask a refund for the tax in euro sites?

not sure if i'm answering u correctly but normally the site would say something about tax removed for non-eu buyers. if it's not mentioned, then likelihood that tax will not be removed.

does anyone know if US size men 9 is 42.5 or 43.5? cuz on adidas site it says US 9 = 42.7..but the closest thing on that turkish site is a 42.5..?

normally they would automatically remove it. If they didnt then just send customer service an email explaining that you are in the US (assuming thats where you have them shipped to) and that you should not be paying VAT tax and ask to have it refunded. Some places will do it, others will just tell you to screw off.
