You only get the DLCs and its content while subscribed (legendary) but once you stop paying (go premium) then you lose all the DLC content except the characters with the DLC powers you created. So in the end, it's better to buy the DLC by itself and you get to keep it forever and ever. Plus SOE has double cash or even triple cash every few months. So if you wait and stack up on SOE cash during that time, the DLCs are actually $5 or $3, way cheaper than being legendary.

What about for leagues? If you go legendary to make a league and stop paying monthly, do you keep the league?

And is everybody on that list a villain as well. we should add faction and roles to our names

IIRC, you do get to keep the league and continue inviting even after you stop subscribing. You can also assign leader and co-leaders that can recruit and invite as well even if they are not subscribing members.
