Shutting down in traffic could be much more dangerous than just letting someone drive without a seat belt.

Around my way, if you dont wear your seatbelt you are just asking for the police to stop you and try to get you for anything they can.
Besides you really have to be stupid to not wear a seatbelt. It saves way more lives than people dying because of it.
