In that situation, sure they can. They are out numbered by 100s. Clearly the cops where there as crowd control (prolly rival schools were playing) so they were most likely at a 0 tolerance for any BS mind state going into the game. Then kids got rowdy and you gotta do what you gotta do.
In normal everyday occurrences no they cant. But there I think it would be hard to argue against them using it. Hell Ida used it.

"Resisting arrest" and "Causing a public disturbance"
they most certainly CAN tase him for that and are instructed to do so. then the others watching will chill out and fall back.
