That is too broad of a question. Nuance needs to be present for me to call something RACIST.

Violence between difference Ethnicities doesn't mean it is Ethnic based violence.

So to answer your question, a situation without nuance is impossible to be called racist or not.

well because my mom wanted me to go to a better school
my bad she wanted me to have a good education
and lawton is/was one of the best in the city at that time
instead of king and carver(used to go to them for summer school)
learning at lawton was waaaaaaaaay above king and carver
which was predominately black schools back then
and didnt have proper adequate things
lawton was basically just asian and whites

How is it on the OP how the new article was written and titled? Sure the title could have said elderly man attacked, and left the race out of it BUT his race was the factor behind the whole recording. Recording dude even said "I hate Asians" and mocked the perceived language of the guy collecting cans.
