@Master Zik, well there are other forms of crime, like selling things on the black market. A lot have side jobs selling alcohol or second hand cigars. Most Cubans buy goods or clothes from the black market. Music is even sold on the streets. So if they get caught doing this illegal stuff, it is 15 yrs in jail.
The mall sells old and expired food and very bad quality clothes. The government does ration or subsidize some food monthly.
They get a lot of things from tourists too. Like their clothes or other used things.
But I think it's because Castro invested in tourism after the Soviet collapse and foreign investment so that is important to keep crime low. One guy told me let's say a Cuban harasses a tourist girl, 10-15 yrs in jail for that.
