On a side note I have been and stayed in high profile communities and if you are a resident they just wave you in. The guards are typically briefed on important or famous residents. i thought the reason why pacquiao initially denied the blood test before the fight was because he considered it as a bad luck. The first time he did a blood test before a fight, he lost. So, he agreed to take a blood test right after the fight, but mayweather didnt want that. So when mayweather took the offer off the table, pacquiao felt like there were no other options, so he agreed to do the olympic style blood test and that is when mayweather kept saying he didnt know...

If you watch the post fight interview he blamed the loss on him using Winning gloves and not his usual Cleto Reyes.

Then he lied and said he lost because he said he took a blood test before the fight. (don't remember the exact timeline)

And Floyd initially offered 14 days as his first offer, Pac denied, Floyd took offer off table, then Pacquiao agreed to an expired offer of 14 days.

Pacquiao eventually agreed to Mayweather's terms.  It became 14 days and 24 hours before the fight, and immediately after the fight.   Arum gave a deadline or they would just fight Clottey instead.  And there were negotiations even though Mayweather said there weren't because President of HBO Ross Greenberg said they were and Mayweather's own promoter Oscar De La Hoya said there were (a month before Mayweahter said there were no negotiations).  De La Hoya later changed his story to0 and said there were no negotiations to cover for Mayweather when Mayweather started saying there were no negotiations.

Mayweather's intentions weren't as straightforward as it looked.  It was intended to make Pacquiao look like a fool for taking a blood test not required by the Nevada Boxing Commission and giving into Mayweather's demands easily.  And if he didn't take the test, make him look like a steroid user. 

Gamesmanship and pride on both sides is the reason why both sides won't easily give into each other's demands.  Both fighters see themselves as the best fighters out there and won't easily give into the other guy.
