It’s mentioned briefly during Rhaes chat with Rhaenys, but basically Rhaenys took in Baelas as her ward after Laenors (fake) death.
I don’t think there was an exact reason given but rhae/daemon probably agreed to it as a peace offering since Rhaenys thinks they had something to do with Laenors death and Rhaenys wanted to set up someone with velaryon blood to take over Driftwood

Compared to s1 of GoT where they were using ravens in ep1 to send the message of the hand's death and the king's arrival to Winterfell.
