There are songs on the mixtape that use samples. In order to use samples of someone elses music, you need clearance. Joe isn't going through that in order to put out mm4. The label needs to do that or something and it will take too much time etc.

It's the same thing Drake & Fab did when they re-released their mixtapes into EP's. Like venom said on mixtapes you can sample music and not have to worry about clearance, once you decide to sell the product in retail outlets you have to get clearance for using samples. It's a long process and often is the reason for album delays or certain tracks not making the final album cut, if the samples aren't cleared the artist will be sued.

So the retail version of mixtapes are usually cut down and only the original music is kept.

I don't get why some blogs are making a big deal and trying to make headlines saying MM4 is delayed when it's just the retail version. The product everyone wants will be out for free on the 26th.
