You're correct. Only NDC raffle has the prepay step. If it's the brick and mortar locations, you pay at register.

yea apparently i just got informed that was the case. i didnt know that. IMO they should apply that pre payment info even to NT pickups. so dudes entering raffles in LA for NTNY wont dare anymore.
