Rotations is a meaningless scapegoat arguing point. Period.
Yeah, rotations have to do with every single roster, in every sport, at every level.
At every level, in every sport, things can be done that improve the quality of play or decrease it. ABYSMAL teams can do things that improve what they're doing, and RUNAWAY ELITE teams can make blunders.
The only way rotations... or timeouts, or youth, or age, or chemistry, or lack thereof, or practice, or scouting, or ANYTHING... cna be used as a scapegoat is if someone says "That thing is why we lost! Screw the guy responsible for that thing!"
example: "Rotations are why we lost! Screw Luke!"
If someone says that, then yes, they are using rotations as a scapegoat, and foolishly so.
But "Uggggh, not feeling Luke's rotations" is NOOOOOTTTT "Rotations are why we lost! Screw Luke!," even if that's all you see when you see that criticism.
