Seems to be a neoprene like material. I put liquid soap on my brush and a small amount on the toe box and scrubbed gently in circles. Mine came out like new.

Friends cousin picked me up a pair of Jumps in Korea. Will be here in a week or 2. Shipping time is the biggest drawback.
