Yeah I do. Yeah the steps got me all confused so if it's easier on Photoshop I'd like to learn.

save your gif/video as a video in ulead, take off the text and border, just leave the part you want in your avy
in ulead, go to file>save as video and make it avi
ill make the tutorial now...

you might wanna lower the size though, over the limit.

Thanks for the heads up, Yuku added a bunch of wait I thought it was going to be 135 kb

open photoshop cs3 up
go to file>import>video frames to layers
choose your video from the list
ji19xt.jpg

Create a new layer above all of the current layers/frames
click on the rectangle marquee tool, make sure you clicked on the new layer before you make any selections
select the whole canvas or whatever size you want
right click>stroke, choose the size, i chose 2 pixels, color doesnt matter so choose any right now
make sure "inside" is checked
click ok

select the magic wand tool and click INSIDE of the border/stroke
right click>select inverse
select the 2 colors you want it to fade to and from...i chose bright and dark green
select the gradient tool and make sure the border is still selected
slide the gradient tool horizontal, vertical or at an angle to make it look like it is fading
