Jay-Z wasn't even a artist for most of his tenure.

The only album he released totally when he was president was American Gangsta

LL's career was waning. His album before the tenure, Tood Smith was his first album that didn't go gold. So would you throw a blank check at his next project?

2003's DMX's Grand Champ sold poorly compared to his previous albums and he was coming off numerous arrest and a large gap. Year Of The Dog didn't even go gold. Would you invest in him in 2007 or 2008? He became a liability with the drug use and arrest, so they released a greatest hits and let him go.

Kanye, Rihanna, Jeezy and Jay were the biggest artist. Labels place priority on the artist keeping the lights on.
