I don't think the angels are evil. Universe 9 angel didn't even like the God and Kai, which imo was the reason for his smirk

You have a huge fighting tournament and all the strongest are there and losers get wiped.
Okay, let's say that makes it easier to not have anyone rebel against the Angels.
That the Grand Priest is truly evil and wants to rule the universes himself and with his kids. All while scheming under All Chan.
